Most systems today are: Redis counters hardcoded gateway configs “429 Too Many Requests” almost zero policy semantics But modern traffic is no longer just users with browsers. Now it’s: AI agents scrapers multi-tenant SaaS automated API consumption uneven resource costs per endpoint “100 requests per minute” is no longer a meaningful abstraction. Rate limiting is slowly becoming a governance problem, not a traffic-shaping problem.
